Pattaya is a tourist city and very Russian-speaking; there are plenty of exchangers here, but their rates vary. Counters in hotels and with guides almost always give the worst figures, as they target people who have nowhere else to change money. Take a little baht for the first day, and change the larger amount calmly in the city after comparing a couple of options.
An important point: Pattaya has no passenger airport of its own. Most people fly into Bangkok, to Suvarnabhumi or Don Mueang, and come here by transfer or bus, less often via U-Tapao. So it is more convenient to change a first small amount for the journey back at Bangkok airport, and to do the main exchange calmly in Pattaya, where the rate is better.

This is a chain of counters in yellow kiosks, TT Exchange; there are dozens of them around Pattaya, they work late, until about 10-11 pm, and they keep a rate noticeably better than the street money changers. They are the ones most often meant when people ask where to exchange favorably in Pattaya. The orange Super Rich, SIA and other chains with similar terms operate nearby.
The rate depends on the area. For the best figures people go to Jomtien, especially on Soi 2 and 3 and along Thappraya, where the exchangers keep a rate closer to the market. In Naklua to the north and on Pratumnak there are fewer counters. In the center, on Walking Street and Second Road, there are many exchangers, but on the seafront the rate is a resort one. Landmarks to look for: Central Festival, Terminal 21, Big C.

Ask them to count the amount in front of you and take a receipt, or better yet, exchange at a licensed chain with an office and reviews.
